Saints got what they deserved imo. If the Saints put a stop to the bounty program when they were first warned by the NFL they likely wouldn't have received any penalties. Instead they lied about the program's existence and attempted to cover it up during the investigation. Going forward no team will consider fucking with the shield under Roger's watch.
