1. Yes, she is right. I'll further that and say that Gosar is a disgrace because of his actions leading up to Jan 6th and his association with anti-Semites and Holocaust deniers.
2. Raise the bar on ethics and decorum, but do it across the aisle.

While Waters' comments were not under Pelosi's tenure as Speaker, Pelosi did speak out against Waters and laid most of the blame at Trump's feet for creating the environment of incivility. She was correct, but should have went further in 2018 and could have actually done something to change the environment. It is an example of who she is a leader for and like most in Congress, it doesn't seem to me to be for the people as a whole.
Pelosi is right.
