My worry would be angry/scared people hearing gunshots, then all drawing down not knowing who's the "bad guy". Imagine cruising through Walmart when you hear shots ring out. You draw your pistol and turn the isle to see some guy with his gun pointing. Do you shoot him? How do you know he's not another "good guy" with a gun? In some states, if you two shoot each other, even though neither of you were the actual original shooter, neither of you had committed a crime because you were afraid of getting shot by the other person.

Hey genius, the soldiers on Ft. Hood were not "armed to the teeth." They aren't allowed to carry around their rifles on post. It was an armed civilian security officer (who happened to be an older woman, if I recall) who took down Hassan.
