My worry would be angry/scared people hearing gunshots, then all drawing down not knowing who's the "bad guy". Imagine cruising through Walmart when you hear shots ring out. Hey genius, the soldiers on Ft. Hood were not "armed to the teeth." They aren't allowed to carry around their rifles on post. It was an armed civilian security officer (who happened to be an older woman, if I recall) who took down Hassan.
