That's a very well thought out answer, but wasn't their aim to scare the RACE and ETHNICITY that is Americans? I'm just tossing a little back to you, because your answers are, so well thought out, and I've always looked at that attack as, a blatant hatred for America. Personally, I think the Muslim men get so pissed at American "decadence", because they don't get to have any. I know the LAST person one should take advise from, is Howard Stern, but I think he was right. We should have just built them a few titty bars, and let them relax after a long day of trying to kill each other. Now that ethnic cleansing bullshit that these fuckers in Africa, and over in Bosnia several years ago. That to me has to be considered racist. We would call Hitler racist for his atrocities.

I think there is too much diversity in the US to say that a terrorist attack against them, on its own, is a hate crime. Even more, the WTC/Pentagon are neutral targets; they aren't associated with a specific group. Now you could say the WTC was a symbol of capitalism - so an attack on it would be purely ideological, and not a hate a crime. Perfect example of terrorism.
Another way to look at it is:
What is your goal for committing this act? (This is just my thought process - it's not "official" or anything)
-If you have no goal, then you're just a mass murderer
-If your goal is to just kill people of a certain identifiable group (Race/Religion/Sex/Sexual orientation/etc), like shooting up several Asian massage parlors or a mosque, then it's purely a hate crime
-If your goal is to scare people into some sort of change, e.g. getting your military out of a country, outlaw abortions or keep a fat orange oaf in power, that's "pure" terrorism.
-If your goal involves change which is targeted against an identifiable group, that's where I say it can be both terrorism and a hate crime. And that's also where it gets really muddy.
At least, that's how I look at it.
