Looking back at my list, I agree, The Who are missing. And Aerosmith as well. Also, The Beach Boys shouldn't be in the list...
It's not easy to come up with a perfect list...

Pantera was a great band but I think the members of Pantera including Dimebag would vote for Sabbath. They did a bunch of covers. Sabbath is worshiped by guys like that.

Before the Black Album, they were. Now calling them hard rock would be charitable.

I've also become a fan of Volbeat recently. It's too early to put them on any greatest-of-all-time list, but I hope they can stand the test of time.
