What affects how often rep can be goven to the same poster?

I was just wondering what affects how often/when rep can be given to a poster. I understand that FreeOnes doesn't want people to trade rep back & forth and artificially inflate people's rep. But it seems that when I try to rep people, who I'm pretty sure I haven't given rep to in a relatively long time, I often get a message that I must spread rep around before repping that poster again. What I'm asking is, do I need to rep 5 other people, 10 other people or do I need to wait 30 days before repping the same poster again? How does it work? Sorry if this was explained previously.

Also, is there any chance that the system could be modified to lower whatever the threshold is? Several people seem to be having the same issue as I am.
