United States executed the mentally ill people?

It seems that those two men are mentally retarded.

Crazy people who kill should be placed in a mental hospital because they do not realize their action or their consequences.

If the person convicted is proven to not know the difference between right or wrong at the time of the murder or if the person is below a certain IQ, that person is not executed. The problem is if you take an IQ test, it might move up or down 1 or 2 points. So if the state chooses and IQ below 70 does not receive the death penalty and you score a 71....
It also depends on the mental health official on whether you are considered mentally incapable or not. Which is why you will see the prosecution & the defense bring in mental health professionals to prove or disprove the prisoner mental capacity.
One of the odd things I have seen done is this as an example:
A person kills someone when they did not take their perscribed medication. While in prison the person is given their mediciation. They are then proved mentally competent to be tried and convicted of the crime. Subsequent appeals failed and the person was executed. If the person did not receive the medication, he would have been incompetent to be tried and sent to a mental hospital for life. This happened in Virginia.
