He should be raped constantly 24 hours a day until his anus is bleeding and the hole is torn apart and put in a hole for the next 24 years to be rotten until he dies !

Put him in solitary confinement for life in some hopelessly outdated prison, with moldy walls and bugs and what-not; maybe a rat or two.

But, the two prisons in Silence of the Lambs both have their appeal. I'm guessing he's not smart enough to pull off what Lector did at the second one.
