i think the answer to your question is dependent on the political situation of the country in question. take my country, Germany, for example. unlike the USA we have a lot more than just 2 possible parties, and one of them, the NPD (fortunately a smaller one), is an extreme right-wing party. so if you don't vote, and many others do the same, the voter turnout will be proportionately higher for the smaller parties - including the NPD - so that they might get a few more seats in the Bundestag. and that's something we surely have to avoid.
so, for us Germans NO vote is NO option ! (i only wish that more Germans would finally get that!)
in the USA we have an entirely different situation. not much of a multiplicity of parties. it's either democrats or republicans. that doesn't mean i believe it wouldn't matter whether or not you should vote as an American (as long as you still can determine the better party, or even the lesser of two evils, you CERTAINLY should vote for them). but if you're really totally uncontent with both democrats AND republicans, you might afford to make a statement by not voting at all, without harming your country that much (unlike the Germans might) - that is, IF it will be perceived as a statement, and not as pure laziness or lack of interest concerning politics and the future of your nation.
that's the way i see it...
