Yes it is. I don't know ins and outs of JAV industry, but it's not that unusual to perform under different aliases. Nobody seems to know for real what's the deal with Shion/Rion/Rara, though. All her work as Shion Utsunomiya has been removed from DMM store as well.

I'd say with 99.9% certainty that it's fake. I don't think she's on twitter at all, because S1 refers to her with a hashtag, but on other models they refer with models' twitter handles.
