Are you asking about creating them or posting them? If you're talking about posting, you're gonna want to host them somewhere and then post the image. You can only upload static images as attachments.

For creating I personally use I movie, you can also use windows movie maker if you had it installed in your computer.
Cut the part of the video that you want, (remember is a gif so only a few secondes) save your vid then upload the vid in this site Premium Link Upgrade
And click on make a gif and tada! your gif is created!
Now for uploading them you can use site like pimpandhost, or abload, I personally use abload is all the way better but is in German, so if you are more comfortable with pimp use it.
