You couldn't be more wrong. It is no bluff. Some websites choose to protect their property. Copyright law has some serious teeth to it - like $150,000 per-violation judgements.
Just take a look at what the following website says about people who steal their images:

And, while she is mostly upset about people using her work for commercial purposes, she could just as easily go after anyone who uses her work.
I have had friends who have lost their ISP account over photo posting. Read your Terms of Service - violating copyright law is reason enough to get you suspended for good - and then you don't have Internet access.
It is the owners right to decide what gets used and where. I doubt that any model that protects their property really loses out at all. Why join a site if you can get everything for free?
What I mean is that over the years, Petra almost certainly could have gotten much more exposure if her site wasn't so aggressive legally. More of her pics would have been posted and seen by more potential customers. This would have driven more customers to her website where they would sign up for her updates.
People who really wanted her pics but didn't want to pay were always going to be able to get them on usenet (or later, P2P) anyways.
I'm not saying that her stance is right or wrong, but that in retrospect it seems shortsighted. At the time her site (and bobbi billard's) were set up, that's how it was done, but nowadays someone like Denise Milani (in two very important ways an heir to Petra) is much more permissive because she realizes that it helps her out in the long run.

I think that by protecting her rights she took a stand on what she was willing to do. She knew that she had a set fan-base that enjoyed her work and who were willing to pay to see that work. Because of that she was able to do what she wanted to do. The other option would be for her to constantly cave in and do what she felt fans would want her to do just so that she could draw them back to her site. Look at all those "stars" who started off with alot of exposure but soon had to resort to hard core sets just to lure old fans back to their work because they weren't loyal fans who enjoyed the work of the model.
I think that Petra has maintained her core base of die-hard fans who may not maintain their membership at her site but are willing to go back once or twice a year to get her pics, and also a broader fan base of fans who love her looks who are willing to hunt for her older photo sets to see what she has out there.
There are few models that have such a broad and large fan base. Just look at how many pages are on the tread here compared to many other models. Petra may have the largest/longest thread, but she has one of them.
