I think there should be a policy against it .It should "not" be allowed at all . A " PM" is something sent to someone because the person deemed its content to be PERSONAL not something they felt belonged on the board .Otherwise they would have posted it ! I see it as mail , and should be handled as private .

PM = PERSONAL MESSAGE
