I think that's a little literal; it's not essential to have given birth to be an "M" in "MILF". It just means "mature".

MILF basically means "HOT YOUNGER MATURE WOMAN" ( 30's and young 40's) as well as "MOTHER I'D LIKE TO FUCK" in the American lexicon.
The simple fact that it originates in the school house is what gives the term it's dual properties - ie. by the time kids are old enough to want to poon each other's moms, those women are in their 30's and 40's.
Slang is just loose talk. It isn't scientific language with a HARD definition, it's meaning is defined by common usage, the user's perspective, and the context.
In common slang an 18 year old with 3 kids isn't a MILF to most men, neither is a 65 year old with 3 kids.
