It was a single Bear bomber buzzing a US CVN. No big deal. It's just a return to those olden days.
Now if there were a coordinated set of Bear bombers en-route to multiple US carrier groups at the same time, you can be sure the US Navy would be on the horn to the President, and the President to Moscow. Now that would be something to get excited about!
I don't think Russia would be that stupid though. They weren't during even the worst of the Cold War either.
Actually, the Tu-95 is still one of the greatest engineering feats. Despite being prop driven, it's one heck of a design with a workhorse of a history. It's basically Russia's pride like our B-52, old, ugly, but damn good at what it does.
But yes, the lack of a long-range bomber is why the USSR went after ballistic missiles as their launch platform, while the US didn't for quite awhile. The difference was that the US quickly "caught up," using a combination of superiority in guidance and miniturized nukes.
You know it! Especially since the Russians only have 1 aircraft carrier the even approaches the size of our fleet of Nimitz class designs. If I was that pilot, that would be very cool to buzz over!
Don't the seemingly invisible, lurking PRC & N. Korean antique diesel + battery powered subs create a potential nightmare wartime scenario for carriers in general ? Old technology slap in the face. :o
The Russians also have TU 22 and TU 160 but the TU 95 must not be undersestimated because it carries very powerful nuclear weapons and anti ship missiles.
