Seems pretty simple. It's a canned response that everyone would get. "This forum requires that you wait 20 seconds between searches. Please try again in XX seconds" where XX equals the number of seconds one must wait based on their last search. So if I searched, then tried to search again in six seconds I'd get the message: "This forum requires that you wait 20 seconds between searches. Please try again in 14 seconds". Simple right? Though I think I see where your confusion is; it's with the canned part of the message. 20 seconds is obviously the average wait time. You have to wait 40. Because you're you.

Check your device's clock. Did it get updated with DLS?
