No I never given negative rep. I honestly don't think I ever would. If I don't like something I simply stay away from it. I'm not going to chastise in the form of taking away rep points. The thought to me sounds absurd.

I was so fuming mad at someone a couple of months ago I +repped them, intending to neg rep. So, so far, no.

They were banned shortly after though so it doesn't matter.
