To me, the hair makes a difference. She looks a lot more sultry as a brunette. Everything sorta fall into place... hair, eyebrows and eye color all matching makes her look a lot more warm and natural, not to mention, also makes her skin tone and eyes stand out more.
I give her a full on 9.0 as a brunette.
Taking some of the 'fakeness' away from her appearance make a world of difference. She's already got fake boobs, so when she piles on makeup and the unnatural hair color, she looks fabricated. This way, with less makeup and more natural hair color, she is much more striking. Of course, all of this is just my opinion, but I honestly think she is very impressive this way.

I understand your perspective on enhanced tits. "Enhanced" asses are as big a turn off for me as enhanced tits are for some and it would make a difference in my opinion of a chick.
