Federal Prosecutors Unseal Indictments Naming 19 People Linked to Chinese ‘Birth Tourism’ Schemes that Helped Thousands of Aliens Give Birth in U.S. to Secure Birthright Citizenship for Their Children

SANTA ANA, California – Following the arrests this morning of three defendants who allegedly operated “birth tourism” outfits that catered to Chinese clients, federal authorities today unsealed indictments that charge a total of 19 people linked to three schemes that operated across Southern California and charged clients tens of thousands of dollars to help them give birth in the United States.

The indictments charge operators and clients of three “maternity house” or “birthing house” schemes that were dismantled in March 2015 when federal agents executed 35 search warrants, which resulted from international undercover operations.

The 17 cases unsealed today contain the first-ever federal criminal charges brought against operators and customers of birth tourism businesses. The birth tourism operations not only committed widespread immigration fraud and engaged in international money laundering, they also defrauded property owners when leasing the apartments and houses used in their birth tourism schemes, according to the indictments.

The indictments describe birth tourism schemes in which foreign nationals, mostly from China, applied for visitor visas to come to the United States and lied about the length of their trips, where they would stay, and the purposes of their trips – which were to come to the U.S. for three months to give birth so their children would receive U.S. birthright citizenship.

According to the indictments that charge the operators of the schemes, they coached their Chinese customers how to pass the U.S. Consulate interview in China by falsely stating that they were going to stay in the U.S. for only two weeks. Their clients were also coached to trick U.S. Customs at ports of entry by wearing loose clothing that would conceal their pregnancies. The indictments also allege that the customers were directed to fly to Hawaii from China – instead of directly to Los Angeles – because it was easier to get through U.S. Customs in Hawaii. The indictments allege that many of the Chinese birth tourism customers failed to pay all of the medical costs associated with their hospital births, and the debts were referred to collection.

I am all for citizenship via effort. Two ways:

Provide immensely valuable labor. (Get a desperately-needed degree, work for 5 years.)

Serve in the military. (5 years.)

Other than that, even someone born in the states shouldnt be granted automatic rights. These young cockbags who get artsy fartsy degrees who will NEVER pay off their student loans (without mom'n'dads help) let alone provide a valued service to society... should put in 5 years in yesterday's military. Not the .. toned-down version of today. You cannot train a soldier without rewiring their mind.

I quit reading your drunken rant after "serving in the military." Someone puts their life on the line for this country, they should be automatic citizens regardless of their circumstances prior. If the military is not able or willing to vet them before sending them into harms way for this country then fuck them.

Unfortunately the Democrats have no problem with having the current status remaining the status quo. Anything that allows more illegals to come in, the Democrats are in favor of it. Sure, they'd prefer Latinos / Hispanics, but what the heck. They'll take Chinese as well.

That's a fact for sure. My concern is that if such an guarantee existed, that would spike the number of applicants exponentially (It's around 8K/yr).
Wouldn't it mean it would be much more difficult to vet properly? Then the issue becomes: if they do take the time to properly vet the larger intake, what happens to immigrants who's temporary status expire during the vetting? I know the obvious answer is to either extend the temporary status, or increase the military budget to handle the increase in applicants, but the way the US govt/military works I have doubts if they would actually implement either. Countless other "common sense solutions" fail to get enacted.

An example of military rules that boggle the mind:
Apparently a solider can be healthy enough to be deployed into a warzone, but not not healthy enough to pursue officer programs.

And of course, it goes to the core issue that even the best vetting might not catch anyone looking to enlist for subversion purposes. An increase in applicants will come with increased risk.

Don't get me wrong, I totally agree that if you successfully complete a tour of duty in an active warzone you sure as hell deserve citizenship. But the irony is that the immigrant recruits they need most also come from the areas which have the US's worst enemies.

On an interesting note, those non-citizens who enlisted can't re-enlist until they get citizenship, as well as several other restrictions (mostly advancement related). I have to wonder what the odds are for those that are affected.

You are right. If you trust medical services in USA it doesn't mean that you have to get official citizenship for your child straight away. But here I found all possible ways to get citizenship in USA and seems like it can be done in so many ways... it is crazy!

Are you ignorant of the facts? Have you ever tried to enlist? A recruiter will GLADLY hide away your history JUST to get you to sign up.
When I enlisted, there were plenty of guys who should have the 5 year requirement.
One of my guys either did 15 years for theft or go enlist and serve 6, the judge ordered.
Another was going into service to get American citizenship. He had no .. NOOOO right to be in the service. His hygiene was nonexistent, he couldnt shoot worth a shit, didnt know left from right and fired from the 'other' side. Do you know what hot brass does to someone's face/neck when you try to fire it the 'left handed' way? This guy was SUB PAR.
I have a damned heart condition and I signed up at 20 y.o. under false pretenses to get in. Thousands upon thousands have hidden their real age, their conditions and so forth to enlist over the decades.

Enlisting and quitting just to get a dishonorable discharge should NOT be a loophole. 'Automatic citizens' is the same thing you complain about when a couple comes here and the kid becomes 'automatic citizen' status, and then the parents get a cheaper, easier way into citizenship simply because they did a dangerous thing by traveling illegally to another country to EXPECT medical service.

The military doesnt 'vet' them, they bend the numbers to meet the quota.

You didnt have a problem with someone getting a degree they wont be able to payback any time soon and put in 5 years in a job they may or may not be qualified for, though?

I could hate the japanese but I don't. cuz I lived there and they are good people. but I digress.

US citizenship should be given to every kid who :
- reaches 18
- Asks for it
- has been educated in US public* school for the last 5 years

*You Might have issues with the public school thing, You Might ask why not private school.
The problem about private school is that it can be christian schools, teaching kids christian values but it may also be islamic school teaching kids how all non-muslims are their ennemies, etc. Due to the 1st Amendment, if you give US citizenship to a teen who's been in a christian school, you can't deny it to one who's been in an islamic school. So restricting that to public schools would make sure that these teens haven't been teached any religious extremism

Do we really need another generation of those types? Mandatory job training should be a thing. One basic, one advanced. or if they are the rebellious sort, send off to the military. Nothing is quite so calming as being taken down a notch and being paid to protect the country.
Religious exclusion would be one lawsuit after another ~ but citizenship via civic/government duty? Absolutely.

Granted, there is a third option. Create a 5 year 'civic service' citizenship where you work in politics. But do we really need a super-politician? Maybe. Maybe not.
