That's my number one pet peeve. Especially when they speed up to get next to another car, to keep you from passing them on the right. Assholes! :thefinger
For a short time, my state had a law that made cruising in the left lane illegal. But it was rarely enforced so they eventually took it down. IMO, of the states that I frequently drive in, Michigan and Ohio are the absolute worst states for left lane cruisers. NoVA/D.C. used to be pretty bad. But I think after some road rage inspired car-to-car shootings in the 90's, it's actually much better now.
