I don't understand it, but I could care less. There used to be a guy in my gym who would be putting on his "outfit" after working out. Thought he was a bit strange, but it doesn't effect me so why should I care.

Cross dressing is usually not a fetish, or sexual act. It's generally meant to be entertaining, or a personality-expression style.
Cross dressers or transvestites are not necessarily transgendered/transexual. Many gay male "drag queens" do not identify as women, just because they wear women's clothing or have "female" personas.
As for the question, I don't care what clothes people wear. People can dress however they want to, as long as they are doing it by their own free choices without coercion, whether that is suits, skirts, burquas, or G-strings.
