Cross dressing is usually not a fetish, or sexual act. It's generally meant to be entertaining, or a personality-expression style.
Cross dressers or transvestites are not necessarily transgendered/transexual. Many gay male "drag queens" do not identify as women, just because they wear women's clothing or have "female" personas.
As for the question, I don't care what clothes people wear. People can dress however they want to, as long as they are doing it by their own free choices without coercion, whether that is suits, skirts, burquas, or G-strings.
