I have no problem with a wall being built, the problem is that Trump got elected on the empty promise of a wall, and even if congress agreed to build the wall, most of the money would be squandered on wall committees, private consultations, official wall brunch and supper meetings, trips/vacations to locations around the world to "study" different walls, etc.....
And when the 2020 election comes and the fantasy wall is not built, Trump will blame liberals.
For Trump, the perpetual empty promise of a wall is politically more beneficial than actually building a wall.
