Attracting to a forum

If you had a forum kinda like this how would you go about attracting people to start using it? Not gonna name or link to it as that would be inappropriate here, but just wondering as everyone here obviously uses a forum would best know what to do. The damn thing is about as up-to-date as one can get yet no one bothers with it.
