The menu button should be on the top left side of the flip out panel. The control for the menu is right below it. You should be able to use the control to scroll right/left and there should be an option for photo resolution. Select the picture quality you want there then hit the "OK" button...

And you were in recording mode? The one you take videos from? Hmm... have you selected a photo resolution from the menu?
