I've refrained from doing so thus far..... as I felt I would just be crashing the party..... but equally I don't want to develop some kind of phobia surrounding the issue...... so, at what point might it be appropriate or acceptable for me to start congratulating people on reaching their post count?

I wouldn't say the majority. Maybe some do.

Just look at over half of the joke and malicious comments on just about every thread.
Even though people aren't supposed to hijacking threads.
