why can we still affect the rep of ****** members

i recently opened a thread started by kenpo...more for laughs then anything and neg. repped him because it seemed like racist jokes...
i then realized that BNF ****** him earlier for the thread yet i could still neg rep him...i could never do this before...
any mods want to comment why this is?
