Yeah especially Russia. And people wonder why the govenment keeps threatening to up the ante on the copyright laws with SOPA. DMCA just doesn't work everywhere!
DMCA is a United States copyright law, other countries don't have to follow the American law of course, that's what makes it so hard for you to fight this. I'm sure, in the meantime, all countries have laws as DMCA, but then you need to know all the copyright laws to refer to all over the world. For instance, we, in Europe, don't have a general law like that. Maybe some countries might have something simular like it, but as far as I know, in Belgium we don't have it. When one wants to take down a site, it has to go through the general government and house of parlament.
