Hand to hand would be Chun-Li. But in a real fight, Lara wins because she's a weapons expert. and have trained in spying and all sorts of things.

This is like pitting a Marine vs MMA fighter. In the ring, MMA wins. Outside the ring, Marine will blow his ass up.

Yes it is, because it's all about fighting to survive. Each character has their special skill set bring to the table. Chung Li is expert in Kong Fu , Lara is expert in weapons and other deadly devices. Even though Chung Li is better in hand to hand, I don't think she can survive a bullet to the head.
