If you believe what the site says, they are "real girls on vacation that take the flaunt it! photo challenge". In civilized countries, normal girls go topless to the beach, so it's not unlikely that these are really amateurs. Only in ultraconservative (like the USA) or semi-barbaric countries (like Brazil) it's ******* to go topless to the beach.
