What would you do if you were Alberto?

Former Peruvian president Alberto Fujimori passed away. Guy had one exciting political career.

The highlight was his handling of the Japanese Embassy Hostage Crisis:

Basically terrorists took over the Japanese embassy in Peru, and in a perfectly executed rescue mission right out of a movie, commandos tunneled underground and into the residence, rescuing all but one of the hostages. None of the terrorists survived.

Here is the controversy: Reports came out that a couple of the surrendering/captured terrorists were tortured and executed on the spot. Presumably under Alberto's orders.

What would you have done?

Well, first thing I would've done is changed my name. Alberto Fujimori sounds like a camera that runs on shampoo. Second, wait...what was the question?

I would have advised him to follow any applicable laws. Capturing the terrorists would have been the most lawful action.

Correct me if I'm wrong, but I don't think the laws of war apply to terrorists (mainly because terrorists aren't obligated to follow any reasons themselves). Otherwise Japan would have had to present him to the International Criminal courts.

TBH I'm not sure what, if any applicable laws there are.

'International law' is a nebulous concept. Summarily executing prisoners after being captured doesn't seem like something which should be condoned. That said, I can't see too many tears being shed over them being killed.
