Lucy "Crazy Asian" Lee gets my vote. I figure any girl who gets banned from doing matches for Ultimate Surrender (for trying to hurt another girl) and who winds up in prison every couple of years for violent acts is probably pretty "tough" (at least in her own deranged reality).
