If it the one I am thinking of... It is one of my favorites of all time...It is a pictorial of Tia Bella and Shyla Foxxx as two cops.. It was in Club International Sept 1998...Others too I'm sure...Hope this is it..

That is indeed the issue of Club International with her as a cop. I still have my copy. She looked absolutely stunning in that set.
