Steroids do that (well, the highly androgenic ones, mainly anything taken orally). Also, insulin use (also big in bodybuilding) will make you look like a water balloon.
Most bodybuilders I have known that know what are doing don't have that problem. It's usually the people that just inject things in themselves without the knowledge to do it right and limit any side effects. Of course sooner or later if you push enough your body will fight back against you. Then again some people's genetics just suck. Still you would think they would just not go that route rather than look like crap.

I could draw up a long list, in no particular order.
