I've asked this question in several different forums even e-mail & have yet to receive an answer. Hopefully someone here can help. Why am I not able to give out rep. Do I not have enough rep power or post? It's a great way to let people know you appreciate what they have to say weather it be serious or just funny as hell.

You can give out rep 12x a day to different people. You must have repped 20 different people before you can rep a person you've already repped again.

It depends on the phone. I have a browser on my smartphone that allows me to use sites with flash functions. But I don't play the rep game.

Now you know why I haven't repped you. I have flash function, I think it has something to do with not being able to upload anything.
