I have no fucking clue what this Cosplay nonsense is but evidentally it is pretty popular. There are 10 pages of links to this chick on Google image search and they re all from game playing threads and when you click on one to look there are tons of chicks all dressed up in these uniforms. Maybe a name for #147 is slipped in there somewhere but no luck yet

Cosplay is where people (both M & F) dress up a various characters from various Anime, Games, or Sci-fi, and they go to Anime/Sci-Fi, etc. conventions where they wear these costumes, for several days. She's Dressed as Rikku from the game Final Fantasy X.
