Repeats are rather common in these tournaments.
I liken it to hall-of-fame candidates of professional sports who make the list year after year but may not be inducted even after their second or third attempts.
Here, in this case, photos are generally allowed up to 3 attempts (appearances) before they are unceremoniously "retired" from further HOF consideration.
