Yeah, I've seen this video before. 
It has become a training video in our Police Academys now. The officer used poor Officer Safety Techiniques and failed to recognize signs that the "subject" was going to be combative. What they fail to tell you in this video is that after he broke her jaw and she was unconcious, he tried to take her weapon from her and shoot her. So that he couldn't be identified (he did not know about the on-board video), but thatnk god he was unable to retrieve the weapon from it's level 3 holster and drove off. All this in the presence of his daughter.
