Photo Morphing/Stretching Software

Can anybody tell me the software program that allows you to do this to pictures? I am looking to purchase a program to have fun with pictures in this fashion.

I think it's possible with Photoshop.
 
In photoshop use Liquify from the Filter drop down menu. Play around with the brush size and you'll eventually get the hang of it
 
Either Liquify or make a precise selection on each breast and scale them up a similar amount using cubic interpolation while scaling. Without interpolation there will be pixelation. That gives more consistent results as you don't have to manually try to make similar transformations on both breasts with Liquify.

There's also the free photo manipulation program, GIMP. The filter corresponding to Liquify is IWarp in GIMP.
 
Oh, so that´s what the liquify filter is for. How stupid am i? I was using it the complete opposite way, i was making pretty girls look like wicked old hags (like this one - Premium Link Upgrade ).

You should be able to find the Windows builds from the downloads link there. Apparently there are no packages being routinely compiled for x64 architectures for Windows yet, except for some versions (and they are few and far between). Latest version that has a Windows build for x64 is 2.6.8.
