Well, it's a little unclear, but according the FAQ...
I'd tend to think that it's based on actual Reputation. After all, they mention that negative reputation won't touch "your current FreeOnes Credits". Seems an odd thing to specify if negative rep has no consequences.

These conclusions suggest that there's only one discussion to be had, while that's simply not true. Ignoring trolls while engaging in otherwise reasonable discussions in, say, other threads is not being 'silenced'. It's not their view prevailing. They do not control the discussion, they're just yelling to themselves in a corner. Eventually they'll get bored and leave, or actually join a real discussion. This simply follows human nature.
Anyway, I've said what's to be said and have no more to add. If the prevailing mood to Sam's behavior remains carrying on business as usual, well...like I said, have fun with that.

Except that's never been human nature. As someone who was the victim of systematic bullying for years in my youth I can tell you that ignoring the aggressor has never made them go away in my experience. Not once. The result was that they learned they could get away with bad behavior and they'd simply redouble their efforts because they could, and ultimately they enjoyed it. For people like this being an unrepentant asshole is human nature.
I am really enjoying the irony that a troll's thread has been turned into a discussion about dealing with trolls.
It happens more often than you might think. At least it does with me. Though I guess that could be because I'm somewhat obsessed with how thing work (or don't), and I guess that includes the behavior of douchebags and methods of dealing with them.

I would say that as someone who is specifically targeted by said troll, on a repeated basis, I take him a lot less seriously than a lot of people here. If I considered the time I spend on this board as important, I wouldn't be spending it on this board.
And it can be said that, as someone who likes political discussion, Sampon embodies the very thing that I am against. His ignorant spewing tends to make my points better than I do.

Trolls come in and derail reasonable threads all the time. You're suggesting just say fuck it and abandon the thread when the trolls start their shit. What ends up happening is members end up abandoning the board and find somewhere else to post. Trolls win when nobody holds them accountable and there's no consequences for their behavior. How about we put the blame on the guilty instead of blaming everyone else for their fucked up behavior?

However, all of your recycling, all of your electric cars, all of your Earth Day celebrations will not change one thing....
The sun is going to burn the fuck out and, when that happens it's going to get REALLY hot. Then, and only then, and rightly so will we be able to say Global Warming is upon us.
But guess what? Ain't a fucking thing anyone can do about it. So keep wringing your hands, continue to sing kumbaya, and for God's sake CONTINUE to separate your trash and recyclables.
The good news? The sun will not burn out in a very long time.
