I dont think that she´s a penny mathias. This girl have a better legs and boobs than penny...
Look at the face, especially nose structure. It's definately her.

The bright lipstick/makeup highlights her mouth more in the image you posted. Which is what threw me off a bit, too.
- Here, should would be almost completely unrecognizable, because of the tan, in comparison to the OP image. It's crazy, how shades can make such a difference, highlighting different areas. Tans/darker skin shades especially. I think it's safe to say it's her.
Also, note that she she seems to wear that hairstyle, a lot. Despite being a different shoot/different time, same hair-style.
