I've spent so much time trying to find out who she is or what this film is but so far nothing.
It was suggested in the comments that it is Tyra Missoux but I don't think so.

For anyone interested it looks like the original video is named "Teeny Exzesse 53: Peep: Frischfleisch auf die Bühne" from 1998. Her name is Marina Gold aka Iwana Herzog.
