There are far too many users (newbies) who think it's a Thumbs Up.

There's also a few that see it as an encouragement to act like a jerk.

It depends on how you use it. Some people don't use it to be funny, they use it to be mean, but the real issue is that most of the people using it, are under the mistaken impression that it is the thumbs up symbol.
