Dubious links with terrorism (lockerbie bombings) and dubious status as nation recently de-radicalised and bought into "the civilised society of nations" from terrorist supporting nation status.
Lead Libya by shouting "Allah hu akbar!" And justifying your belief in Allah to oppress the populace, steal girls from them at 5 years old and keep them as sex slaves.

Also, in 1986 Libyan agents detonated a bomb in a West German disco, killing 3 people (2 of which were American servicemen) and wounding 200 more. In response, the United States launched air strikes against several targets in Libya, including Gaddafi's residence. Gaddafi narrowly escaped with his life.

Following that incident, Libya started behaving itself.
