Who reprimands a judge for something like this? Many judges are elected precisely so they don't have to worry about answering to anyone but an electorate.
If that's the case here..he may have done like most in his position and just resigned because he's lost some moral authority (for abusing public property) to execute his job.
Well, from the "I don't understand it, but it's how the world works" dept., resigning before you get fired seems to be the thing. We see it all the time in politics and business. This situation arose because we can't get past our bullshit, puritanical heritage. "Man Likes Pictures of Naked Women", film at eleven. He is, obviously a doofus for using his work computer, but hardly a reason for losing what seems to be a perfectly good judge. Especially in our ridiculously overburdened judicial system. But given that if he didn't, he would face an ongoing shitstorm of feigned hysteria and indignation, what choice did he have? The more of this type of story I see, the better France starts looking to me. They'd be laughing this off and taking no more than 10 minutes to do it.
