Mae Victoria

I know it's a stretch, but the hairy teen in this link looks a lot like Mae Victoria to me. Maybe from her early years? Any ideas? Never been able to identify the teen but the pics have been around for years.

Definitely not Mae Victoria - but I'd like to know who that teen is!
