Not that I know of. If there was, it would be one big mess. Free tube sites (mainly owned by Manwin/Mindgeek/Aylo) would be the result and then that would be a never ending list. Page after page after page.
Best you can do is use xvideos and/or xhamster. Take screenshots. Put them into Tineye and Yandex. If you know an actress, actor or scene; use data18 and the iafd. For scenes go to adultempire.com and hotmovies.com. There at those places, you can purchase the scenes flat out or rent minutes in a pay-per-view setting especially if the scenes have been taken down from the membership areas of the major porn studios.

I'm a bit confused by the question to be honest because still images can help you find videos in the same way it can help you find pictures.
e.g. a video frame can be used to return results of of a scene
TinEye seems to be more geared towards finding exact matches so it is unlikely you would find an exact match if you put it into TinEye whereas other reverse image search sites are more non-specific and will return results for near-perfect or similar matches rather than nigh-on 100% matches.
So the question becomes... are you familar with sites like Yandex? ...because I would've thought that would be more useful to you even though you haven't given us an example as its quite difficult to talk about in general terms.
