Very few countires (if any others) have such a disciplined and thorough approach to motoring as Germany. The speed restriction free autobahnen cost the country and its citizens a great deal in terms of insurance, policing, accidents, lives, pollution, time.....
Although there are always a few idiots, imo, Germany does a very good job of controlling its roadways AND drivers. IE If you are clocked too fast in a construction or school zone, you may get sentenced to automatic psyhcological evalutations. Also, they probably have the best lane discipline in the world. There is also an excellent network of rescue services that can quickly reach any section of autobahn.
Other countries just cannot do it safely - imo, elsewhere it is impossible. (Though the days in Germany surely must be numbered...)
