Full screen on a 1600x900 monitor, 0.25x playback, pause on clear image, print screen, then trim off the excess to varying degrees of accuracy....
It does also need to be a good quality video to start with

I was using Windows Media Player, and in the menu bar is Play > Playback Speed, and I can choose a different speed. I'm pretty sure something similar is available on most media players, so long as the menu bar is visible or if you know the keyboard command
Print screen as in the keyboard button, capture everything currently on the screen. Works on everything
